NGO website development is the process of building a website for a nonprofit organisation — covering programme and campaign pages, impact stories, donation systems, volunteer sign-up, transparency and reporting sections, and search optimisation so donors can find you.

A nonprofit website has a different job from a business website. A business site needs to generate enquiries. A nonprofit site needs to build trust with strangers who are being asked to give money away, and then make giving as simple as possible.

This is the part most Pakistani agencies do not tell nonprofits about, and it is worth more than the website itself.

Which Pakistani organisations qualify

Google accepts registrations under Pakistani law. You do not need a US charity registration. Eligible categories include approved nonprofits, Section 42 companies registered with SECP, societies registered under the Societies Registration Act, voluntary social welfare agencies, and international non-governmental organisations operating in Pakistan.

Applications are verified by Goodstack, Google's validation partner, which typically completes reviews in three to five business days. Note that Goodstack replaced TechSoup for this in 2023 — if an agency tells you to apply through TechSoup, their information is out of date.

What the grant covers and what it does not

The grant covers text ads on Google Search only. It does not cover display ads, YouTube ads, or Google Maps placements.

There are rules that catch most organisations out. Accounts must maintain at least a 5% click-through rate every month or risk suspension. Keywords generally need to be multi-word and above a quality threshold. And the monthly credit does not roll over — unused budget is lost at the end of each month.

Your website has to qualify too. It needs a proper domain, secure hosting, clear mission content, and a working donation path. A site built on a free subdomain or with thin content will not pass review.

We should be honest about one thing: eligibility is confirmed on paper, but we have not found a published case study of a Pakistani NGO running the grant at full scale. We treat this as achievable and well worth pursuing, not as a guarantee. If your organisation is registered under a pure Trust deed rather than one of the categories Google names, eligibility may need to be checked case by case.

A nonprofit website without a working donation system is a brochure.

Pakistani NGOs face a specific problem here. PayPal does not operate in Pakistan. Stripe requires a registered company structure most organisations do not have. So the standard international donation setup simply does not apply.

What actually works:

JazzCash and EasyPaisa, the two mobile wallets most Pakistani donors already use. For most local NGOs these will carry the majority of small and mid-size donations.

Bank transfer and Raast, with your account details displayed clearly and a confirmation flow so donors can tell you what the transfer was for. Under State Bank rules, NGO accounts are added for QR and digital payments using the IBAN.

Card payments through Pakistani gateways including PayFast, Safepay, and PayPro, which let international and local donors pay by debit or credit card.

International donations via Payoneer, Wise, or Xoom, which can receive funds from overseas donors even though PayPal cannot.

Zakat, Sadaqah, and general donation flows kept separate

This matters in Pakistan and almost no template handles it properly. Donors giving Zakat need to know their money goes to Zakat-eligible causes only. We build separate donation paths, separate reporting, and clear labelling — the way established Pakistani charities like Alkhidmat and SOS Children's Villages structure their giving pages.

If your organisation receives money from outside Pakistan, there are rules your website should reflect.

Foreign contributions to local NGOs are governed by the Policy for Local NGOs and NPOs Receiving Foreign Contributions, administered by the Economic Affairs Division. Organisations generally need a signed MoU with EAD before banks will credit foreign remittances. These controls tightened during Pakistan's period on the FATF grey list and remain in force.

Practically, this means your website should present your registration details, governance, financial transparency, and reporting clearly — because international donors and grant bodies will look for them before giving.

Can a Pakistani NGO get Google Ad Grants?

Yes. Pakistan has been eligible for Google for Nonprofits since June 2020, and Google's eligibility guidelines accept Pakistani registrations including Section 42 companies, societies, voluntary social welfare agencies, approved nonprofits, and international NGOs operating in Pakistan. A US charity registration is not required. Applications are verified by Goodstack, Google's validation partner, usually within three to five business days.

How much is Google Ad Grants worth?

Up to $10,000 USD per month, or around $329 per day, in free Google Search advertising. That is roughly PKR 2.8 million monthly at no cost. The credit covers text ads on Google Search only and does not roll over month to month — unused budget is lost.

How can our NGO accept online donations in Pakistan?

Through JazzCash and EasyPaisa mobile wallets, bank transfer and Raast, and card payments via Pakistani gateways such as PayFast, Safepay, or PayPro. PayPal does not operate in Pakistan. For international donations, Payoneer, Wise, and Xoom can receive funds from overseas donors.

Can donors give Zakat separately from other donations?

Do we need to be registered to have a website?

You can have a website without registration, but you will need formal registration to accept donations through payment gateways, open an organisational bank account, apply for Google Ad Grants, or receive foreign funding. Common routes are Section 42 registration with SECP, registration under the Societies Registration Act, a trust deed, or registration as a voluntary social welfare agency, plus an FBR NTN.

Do we need approval to receive foreign donations?

Generally yes. Foreign contributions to local NGOs are governed by the Economic Affairs Division policy, and organisations typically need a signed MoU with EAD before banks will credit foreign remittances.
